In a significant move toward enhancing healthcare accessibility and streamlining services in Spain, the Ministry of Health has initiated the process of introducing a single, comprehensive health card that will grant doctors access to patient data, regardless of their location within the country. This innovative approach will also facilitate the procurement of medications from pharmacies across Spain.

Spearheaded by José Miñones, the Ministry of Health has officially begun the process by opening a public consultation, set to run until November 6, to gather valuable input from associations and individuals. This marks the inaugural step towards the formulation of a law, which is anticipated to take effect in 2024.

The primary objective of this pioneering system is to address the long-standing challenges associated with the 17 regional health systems that currently exist in Spain (18 if we include Ceuta and Melilla, managed by the Ministry of Health). The convoluted bureaucracy often hinders healthcare access for individuals who find themselves seeking medical services outside of their registered region. This issue was first identified over two decades ago when Ana Pastor served as Minister of Health, yet it has remained unresolved until now.

To tackle this challenge head-on, the proposal entails that each regional health department will issue an individual virtual health card (TSI). Similar to virtual bank cards or public transport passes stored on mobile phones, these cards will contain "common basic data" that can be seamlessly accessed by "all stakeholders involved in the provision of healthcare or pharmaceutical services" within the entire National Health System.
