As of November 1, 2022, Spain's General Directorate of Traffic (DGT) is going to change the official method for notifying drivers of traffic sanctions.
The move, however, according to the official DGT website, will only apply to businesses and legal entities.
The change, which the DGT has been warning about for some time now, will mean that traffic fines for companies and legal entities will no longer arrive by letter in the post. Instead, the notification will be sent electronically through the Road Electronic Address (DEV) system.
The DEV is a type of online traffic mailbox that is accessed through the virtual headquarters of the DGT. Both traffic communications and notifications can be presented there with the same legal effects as paper letters.
The DGT website explains that "To register in DEV it will be necessary to use a valid digital certificate and provide an email and a mobile phone where to receive notifications of pending notifications. In case of not registering, an electronic road address will be assigned ex officio, where the pertinent notifications will be made. Remember that if you do not notify the DGT of an email or mobile phone for this purpose, you will not receive notices of the availability of notifications of traffic fines."

Companies and ‘legal persons’ that have not yet completed this procedure have two weeks to do so. If a fine should arrive from day 1, the DGT will also notify you by a text to your mobile phone or via email, advising you that there is a notification in the mailbox.
Although the official course of action for issuing fines and sanctions have changed for ‘legal persons’, ‘natural’ (private) people will still receive traffic fines by letter through their doors for now. They will be able to use the DEV, but only on a voluntary basis.
Individuals can also install the miDGT mobile app which gives you direct access to things such as your vehicle’s documentation, driving licence, ITV, insurance, vehicle reports and fines.
